Can I buy DLC from the Trainz Portal Store if I bought Trainz 2019 on Steam?

Simple answer: yes, you can buy DLC from Trainz Portal Store for use on Steam version. But for the reverse, no.

There is a reverse? lol. How do you mean? Like if I buy from the Trainz Portal it just won't show up on Steam as bought, correct? That's ok I guess.

It goes like this:
- DLC's purchased from Steam will only work with the Steam version of Trainz and not N3V's version of Trainz.
- DLC's purchased from the Trainz Store will work in both N3V's version and Steam version as long as the account used when purchasing the DLC's is used.

As explained by hiawathamr, Steam version of DLC would only work with Steam version of Trainz, which means that you can't use it on N3V version of Trainz (since there are some additional adaptations applied by N3V to versions intended to be sold at Steam platform). But if you purchase the DLC directly from Trainz Store, it does works on both N3V and Steam versions (of course be aware that this would only works if you use same account for both N3V and Steam versions).
