Name the ideal location for a giant outdoor layout in America?

I have in mind an 1/10-scale outdoor model train layout that is 2/3 of a section (square mile) in coverage. I would like a little snow but not snow too heavy for 1/10 scale model operating snow removal equipment to handle. The real estate for this enormous project should be open and flat. Mountains and stuff would be built something like the Matterhorn at Disneyland. Elevated scale model outdoor terrain might have trouble with erosion if it were to be made of real loose soil and rock. I want some occasional rain and thunderstorm in my ideal location as well but no flood plain.
