I'm having the same problems. Had a similar problem with things taking a while to load in SP3, but not stuttering. I have a NVIDIA GeForce GTX 1050 Ti, with TRS19 on a separate external 5TB hard drive, along with 8GB of RAM, along with a AMD FX-8320E Eight-Core Processor 3.20 GHz.
Trainz very jerky, and track and other objects take a long time to materialise.
