Default Picklist can now be backed up and/or moved in TRS19 SP4

For all those who have posted in the past over the inability to backup or move the Default Picklist in TRS19, that issue has been fixed in TRS19 (all versions) SP4 and Trainz Plus SP4.

The Trainz Wiki pages on creating, backing up and moving picklists have been updated to reflect this change.

Addendum: Renaming a Picklist is now much simpler.

think I already did this somewhat more clumsy in build 100240
but agree its better now in SP4
