Don't know about other countries in this regard except elephants get on the tracks in India. It must be much cheaper for railways to steam-clean ground venison from cow catchers than maintain fences. Motor highways need fences to keep animals off more than anything. A train has a much greater advantage over a deer than a motorcycle rider.
