I am trying to merge Tide water with one of my routes, After saving it as another route, I get a message that the some parts of the route is payware. I thought the reason from TANE to TRS2019 was to allow this
Yup that's correct with N3V-supplied DLC routes. I learned the hard way as well not long ago.
If you are interested in this kind of merging, as I am as well, you can purchase the route directly from Jointed Rail www.jointedrail.com. With this version, you can do whatever you want with it. If you do get it, it'll show up as out of date when installed, but don't worry about that and do what you want with the route.
