I downloaded TANE SP4's offline installer. Then in "Program Files > N3V Games >" I manually created a TANE SP4 folder, which is where I directed the installer to put the files. After installing, I ran the program to add my username and password. After that I shut it down.

Being paranoid I put the old program (TANE SP1) cert files in an "old certs" folder. I have no idea if that was helpful. Then I copied all the TANE SP4 cert files and pasted them into TANE SP1's folders to replace the old files that I had removed. It worked. TANE SP1 can now run and download from the DLS.

Thanks for the info, I would have never figured it out on my own.
 
Given that the TMR product (not the concept) is out of support, I wonder why N3V haven't moved this section down to the archive section of the board, where their "former" customers hang out!
