freeintcab for TRS2019?

I wanna activate freeintcab (which allows you to move around freely in the cab) for TRS2019, I've searched everywhere for the trainzsettings.txt file until I eventually found out that T:ANE and TRS2019 are on a different game engine and thus, don't have a trainzsettings.txt file.
How do you enable freeintcam for TRS2019? Is it some sort of DLC package? Because theres no setting in trainz that lets you activate free camera movement in the cab (to my knowledge)
