Water color in TRS 2019

How does one adjust the color of water when creating a route? It was easy enough in an earlier Trainz but I am at a loss with TRS 2019.

The information you want is in the section "Setting the Lighting Conditions". Basically you select a time control point (any point) and set the water colour there. That will set it for all the control points.

Or are you just having trouble finding the Environmental settings tab? They have buried it in a menu list that opens when you click on one of the icons at the top-left of the screen. I can never remember which icon is the relevant one, so try them all. Very stupid design in my opinion.
