Hello,

For several years, problems have occurred when a train is attempting
to make a sharp curve in the middle of the village and sometimes
stalls out and remains stationary for a period of time. It essentially
cuts Norwood in half, according to village officials.

Village residents have been frustrated with the fact that the long,

stalled train has sometimes caused emergency vehicles and school buses
to take significant detours to reach the other side of the village.

Trains have blocked crossings at Whitney and Bicknell streets. The
trains cut off access to homes along Pine, Depot, Felton and Lang
streets and Morgan and Town Line roads.

Safety concerns also have been raised about children playing around
the stalled train cars.

Norwood Mayor James H. McFaddin told trustees this week that there
have been recurring problems with the train stopping; the situation
was thought to be rectified a year and a half ago.

At that time, Mr. McFaddin said, village officials had to travel to
Jacksonville, Fla., CSX's corporate headquarters. Officials had the
problem resolved, but now it has resurfaced, the mayor said.

Cheers

Yes you can ticket the Trains, it usually found in Federal laws......

https://duckduckgo.com/?t=ffnt&q=train+blocking+crossing+law&ia=web

But remember the crews are held by Dispatcher a lot of times........It is not their fault per say, they are following the Dispatcher request,,,,Unless it is an Emergency where crew has to stop the train, derailment, loss of Braking, Fire on Train Etc.....

So best thing to do, contact the Crews, ask what their current situation is.....Crews a lot of the time will give good information.......

If not satisfactory, then ask for Dispatch Number, or get it off the Placard on Crossing for contacting the RR........

To find out additional information.....Local PD when finding out this information, should try and disseminate this to appropriate Agencies in City, especially City itself to let all concerned parties be aware of impact on Emergency Vehicles effected by Crossing issues.......Not easy to do...........

If this is a re occurring issue, then you need to go up higher on food chain with RR to find out what the issue is, and what can be done to mitigate it.......

Sometimes, conversion of Crossing to underpass/overpass, realignment of Tracks, etc, all costing a lot of Money is the best answer........

It takes some good old fashioned Traffic Control management to get thru these issues..........

Have seen a lot of here in California,

https://www.theaceproject.org/frequently-asked-questions

I hope this helps a bit......There are no quick fixes or easy answers when it comes to situations like the one you describe........

But what it does take, is dedication and willingness to work together along with a Vision of the Future, this did not happen in one day, or one year, etc, etc....
