Why are all the speed tree groups locked by N3V? They have a tag in them that you cant access them in surveyor. Would really like to use them in surveyor.

Because they are apparently very bad for performance, stated by N3V way back in the TANE beta I think? They are there to replace legacy billboard used groups in Payware from what I remember. Some are used in the original ECML amongst other things.
If you want a group it's easy enough to create one on a route from individual trees and copy and paste, just select the area and then paste just the objects.
