Substance painter uses PBR textures. Meshes with PBR textures only work on TRS19, as trs19 was the first trainz version to implement it.
There's a few things i need to fix but here's a render of the coach in Blender.
Are there going to be any cabcars? It looks pretty good so far, keep it up.

Are the plans to do the full fleet, or just the more popular cars? As an FYI there are a ton of different Amfleet cars:
- Cafe
- Club
- Club-Dinette
- Dinette
- Dinette-Biz
- Metroliner Dinette
- Metroliner Club
- Dinette-Lounge
- Cafe-Lounge
- 84-Seat Coach
- 60-Seat Coach
- ADA Coach
- ADA Biz
- Metroliner Coach
- Coach-Sleeper (one-off)
- Regional Coach
- Regional Biz
Not to mention, the ones you had, the Amfleet IIs, and maybe a few I missed.

Tried my hand at Phase IV, I might tweak it later on tho
Also did the Acela Regional scheme, needs some tweaking but it's pretty good atm
What the little white spots spreaded all over the metallic part of the surface are?
Just parts of the render, not part of the actual coach. Substance tends to do that when rendering

It's called render "noise", to be exact (https://docs.blender.org/manual/en/l...ing_noise.html). Increasing the total bounces and the render time fixes it.
Excellent work, new Amtrak stuff is definitely a need begging to be filled.
