Ordnance survey coordinates

I don't think directly, but this does occur if you have a route that contains that information, I think, that has been exported from TransDEM.
 
Certainly, TransDem will manage Lat/Long, UK National grid co-ordinates ( though you do need to turn the Grid letters option to ON).

You can also set the "Origin" in Trains to a Lat/Long co-ordinate, though I don't remember if you can specify where to put an asset in Surveyor.

In Surveyor, are Northing and Westing coordinates able to be turned on.

I think the correct term is Easting and Northing. These coordinates can be converted to standard DD and DMS formats and then to Trainz format of DMM. I have a conversion calculator and an explanation on how to apply it to Trainz here;
