Routes at different heights

I have a route I want to merge that has higher elevation than the route I want to merge it with. If I am using TANE SP3 can I use TransDEM to make it 0 elevation but I'm waiting on Roland to resend me my files, I sent him an email but no reply yet. Or, I might just make transition baseboards since I have a 267 mile gap to fill anyway to join with my Philly-Washington Amtrak route. The route with the higher elevation is Selma, NC from the DLS.

Edit the config.txt file to the altitude you want before you merge.
