Can't "Grab" An Effect For Bulk Application

I did this once for placing texture under tracks on the entire rail system. I thought I would try to place grass on specific textures. I selected, and placed, in the Bulk Replace window the target texture. However, I can't grab the specific effect I want to use from the independent window that facilitates the selection of effects for manual application. ??
