PC File Handler - Green Bar?

I periodically have the green "progress" take over the Windows file manager for a few minutes. It is a slow process. Has anyone found an effective remedy to prevent this or is it absolutely needed?

What exactly are you trying to do when this happens?

I was trying to extract the ZIP file for my N3V Platinum purchase. My suspicion is that if a significant file process is initiated Windows10 performs the file consolidation process. I have seen Quick Access most mentioned as a culprit but the "cures" associated with those guesses have not been fruitful. The decision by W-10 to implement the Green Bar was quick suggesting that there was not a lot of analysis before using the Green bar. Probably only read the file header, a few other metrics, and decided to sort stuff out before going on with the extraction.
I dislike extraction. Suggests pain and expense.:'(

Large files do tend to take a fair bit of time to extract especially if a traditional HDD.
