Under Water Lighting Problem

Does anybody know why the lighting become darker under water when it was much clearer in saved game before hand as on the Hawkesbury River section i place a UFO valley underwater,, the setting have not been played with.. after last update to 105100 underwater went darker for some reason.
The top photo is really much darker than the second,,

I created this free handed with know DEM mapping to help i never use DEM mapping,,
In the game underwater has become very dark and near unable to clearly see any under water growth way darker than the top photo,, unlike the bottom photo that is how it was before and now it has changed for some reason that i do not know about,,
