TrainzUtil command: "prebuild"

Isn't it supposed to precache content? I run it, let it finish, launch the game: "Precaching content", open or edit a route or a session: "Precaching content"...
 
Prebuild is not the same as precache.

The game precaches the assets used in a session to speed up gameplay.

Prebuilding is normally done by N3V for new builds before they release them. You as the end user would never use the prebuild command unless you see a post from them to do so. That would only be in a case where a patch was released by them without the prebuild being completed without error.

This is correct. If you then see the precaching message, check in Session logs to see what is being precached. If there are no assets being listed then it is most likely a background engine related task rather than an asset precache. In this case it should only appear briefly. (I'm sorry I don't know the full specifics of what the task is, but I do know that a few brief messages are expected occasionally.
