missing things for locos

kuid -3:10011 diesel fuel,-10:199,-10172,-25:537 dd40 int,-310044,-18:1101 jr sw 1500 parts
these are things TAD is not authorized to submit change causing major problems to locomotives
also cs flare 04 and 06
how is this resolved?

Any asset prefixed with a minus sign (-) is built-in, and built-in assets can't be submitted and the only thing you can do is to revert to original.
