It depends if someone wants to build it or is in the process of building one. It also depends on the quality you're after.
Is it a reskin of an existing one? Is it an area that someone specialises in?
They can take some time to make, one just released has been five years in the making. Are you after PBR textures or something that will run in TANE?
Do you have plans and photos? If its well researched then you stand more chance of getting a good model.
I have made one or two in the past but they're freeware and I'm not very interested in North American locos.
