Query about Searchlight Signals with Doll Arm...

Hi All,

Can someone please educate me on what this Signal means and where it might be placed in relation to a track alignment? I'm guessing that a Blue Light on a signal is normally there for shunting purposes, but not sure about this one. In the image below, does the second (lower) searchlight signal on the post change the meaning or significance of the Doll Arm light or does it not matter?

The blue-light on these signals is called a doll signal. They are used as place holders to indicate that the full signal(s) on the left side of the mast refer to the tracks on the left and not the right.
 
Thanks John. Appreciate the reply. So the presence of the Blue light is telling approaching trains on the right side track that this signal can be ignored.
