Hello, I have the Steam version of TRS19 and the default ECML Edinburgh-Dundee isn't showing in the routes menu. In CM it shows as Payware (not active). I also have inactive payware dependencies for Canadian Rocky Mountains- Golden BC.
Same here. I purchased on Steam the UK Regional version of TRS2019 today, and seem to have routes Canadian Rocky, Cornwall (correctly), Kickstarter 2 and no sign of ECML Dundee. I've used up almost all of my two-hour Steam refund window simply trying to get the darned program to install and download its missing content - with no luck. I've tried uninstalling and reinstalling from Steam, but it doesn't seem to remove any of the downloaded content from my F:\TANE_Content folder (I don't want it going to my %LocalAppdata% folders - not enough space on my SSD). I have tried the 'Download Purchased Content' more times than I can remember, and I've done a database repair. Haven't yet done an entire deletion and try again - not sure if I will have enough time to do that and still bale out and get a refund if it fails again.
I must confess - with all due respect to the developers - I have not enjoyed this process one iota. I was a customer of TRS2006, back in the day, but alas, became a far more regular customer to another major train simulator with a UK focus. I remained in contact, and even have an unused FCT waiting to be activated (presumably I purchased it way back, but didn't install TRS06 when I got my new PC)... and I was tempted by the recent Regional TRS19 blurb that came by email. I'm a loyal Steam user, so decided to use that simply for efficiency's sake, and the fact I know I can back out if things go wrong.
Really, it's a bit above the call of duty to expect customers to have to deal with the vagaries of, well, whatever's going on here! I'm not going to wave my hands, scream 'REEE' and expect miracles, and I'm prepared to cut a bit of slack for any 'new product deployment blues'... but it does seem that this should have been flagged up as an issue more overtly on Steam... perhaps with some solutions by now?
Alas, I think I'm going to have to get a refund - and my apologies if that impacts on the devs - and I **may** buy it back again once I know for sure this issue is solved... but forgive me if I'm not in the mood to just throw £31 out into the ether 'on a hope and a prayer'...
Here's hoping I can try again another time, and you get this sorted. I'll watch this thread hopefully...

Alas, I've not time to download all of Cornwall and ECML (assuming it even comes down this time), within the 2 hour window, so I've issued my refund request from Steam. Pending...
I will pass this on, in case it helps though: After uninstalling and reinstalling all the 'Steam-based stuff' (I'm guessing that comprises everything not in the F:\TANE_Content (aka %LocalAppdata%) folder, the game coughs at Start Trainz with a warning about inability to find content, and runs a database repair (and is quite happy to spawn multiple attempts of this sequentially, because there's a separate 'Start Trainz' in each database dialog's menu, which is clearly a sign that there is no 'instance check' on that app window - you might want to fix that!). All (automatic) attempts at a db repair keep coming back with the same warning about not being able to download content with the code:

...and I can't even find a reference to that code in the DLC resource ID lists. Maybe that's the source of the problem? Your lists seem to indicate that sc490 is the code for ECML Dundee... so who knows what's going on here?
Anyway, that's me done. At least for now. Ping me when it's properly fixed. Heck, you might even like to re-buy me the copy next time as a thank you for spending 95 minutes debugging your wares instead of playing the product I thought I'd bought?
I wish I could say my return back to Planet Auran had been an enjoyable one, but alas, that would be a bit of a stretch! I remain hopeful, however...
