Dependency Required by Built-in items not included in TRS2019?

Multiple stations and passenger cars included in TRS2019 have the dependency 'Passengers', <kuid:-3:11062> as a dependency. However, it is not included in TRS2019. I've had to save it as a .cdp file from TANE and install it in TRS2019 to get it into TRS2019. There's also numerous items on the DLS that require this dependency that will appear as having missing dependency if downloaded and installed in TRS2019. This needs to be fixed immediately otherwise numerous interactive industries will become faulty.

Unlisted are 2 items with the Status 'Built-In, Missing Dependencies', 4 items with the Status 'Built-In, Obsolete', another 4 items with the Status 'Installed from DLS', another 122 items with the Status 'Installed, Payware', and 2 items with the Status 'Modified', for a total of 533 items I have in TRS 2019.

Broken down by 'type', there is 1 Building, 84 Industries, 1 Misc, 18 Routes, 1 Script, 68 Sessions, and 360 Trains.

It appears that <kuid:-3:11062> Passengers

should have been made obsolete by <kuid:-25:1235> Prod Passengers 2012 as all other base or built-in passenger commodities were.

I have not tried to alter this and suspect it isn't possible. Perhaps the CRG could fix it. Double checking suggests no issues here see below.

Edit: Further research has uncovered Passenger,<kuid:-3:10091> which, perhaps, should be obsoleted too. Edit again, turns out this appears to be a container for passengers I think.

<kuid:-3:11062> isn't a Commodity it is of type People and yeah lots of dependencies on this.

Well, I think I realized the source of the problem

I started up TRS2019 for the first time and began downloading all the DLC into TRS2019. During one download, TRS2019 froze. I had to use Task Manager to shut down TRS2019 and then started TRS2019 up again. I downloaded everything and started up TRS2019 for the first time and it worked just fine. I then exited out and went into CM to download a few items, during which I found I was missing 'Passengers', <kuid:-3:11062>. I found it in TANE and imported it into TRS2019 and that fixed it. I guess that shutting down TRS2019 while it was downloading DLC caused this problem, but I don't know for certain.

<kuid:-3:11062> is defined as kind "product", but incorrectly classified as category-class "OH" (= organism human, people).
<kuid:-3:10091> is defined as kind "product-category", and isn't a product, but a category like bulk load, liquid load and container.
