Massive Error with TRS19 [solved (for now)]

I don't really know quite how to explain it, but there is some kind of error I perioidcally come across with the game. When I load the game, it doesn't load properly although I have most of the functionality, with the exception of being able to place or drive trains. The home menu looks very wrong when this error occurs and I don't know what causes it or how to fix it. I have done a fresh install of TRS19 recently and this error has happened again. Anyone else come across this or know what it is?

What happens when you click on "Driver/Surveyor"?

I seemingly have most of the functionality, the only thing I can't do is place any trains on a route.

A full restart of TRS19 fixed the problem for the time being, but it's not the first time it's happened.
