Procedural Track - What is "procedural track" versus other track in Trainz?

Navigation Points - Are these markers of some type and how are they to be used?

Procedural track create moving blades at junctions unlike normal track.
Navigation points, known as trackmarks are used to drive or navigate a train to or via that point. Used a lot in yards to give names to sidings.

Those "Nav points" are the latest things that show up in sessions now to guide the user-driver along the route as if we're chasing down gold coins on a quest.
