I've taken the list of power stations being supplied by the Powder River Basin on Wikipedia https://en.wikipedia.org/wiki/Powder_River_Basin
and cross referenced it with reporting mark lists http://trn.trains.com/railroads/abcs-of-railroading/2006/05/railroad-reporting-marks and https://en.wikipedia.org/wiki/List_of_reporting_marks:_A
While not comprehensive these would definitely be found in PRB as well as BNSF and UP and various leasing companies.
DEEX Detroit Edison
WEPX Wisconsin Energy Corp.
NPPX Nebraska Public Power District
OMAX Omaha Public Power District
XCLX Xcel Energy
AEPX American Electric Power Service
GALX Georgia Power Company
BPCX Basin Electric Power Cooperative
The Powder River Basin supplies coal to these states
Oklahoma
Michigan
Texas
Wisconsin
Nebraska
Colorado
Illinois
Arkansas
Kansas
Minnesota
Wyoming
North Dakota
Louisiana
Indiana
Washington
Missouri
Maryland
Ontario,CA
Manitoba,CA
I do not know if any Canadian Pacific or Canadian National Railcars would find their way down here.
