There is none built-in but:
1) You can use the built-in in Windows 10 Game Bar and choose the record function. It works pretty well and does a nice video, which I've used for short test-reporting clips.
2) Use commercial products such as BandiCam or Fraps. I have Fraps which works very well and have used it for years.
3) Use the Shadow-Play feature if you have an NVidia card, or the equivalent for your AMD video card.
Whatever is used, will write an MP4 video somewhere, which you can then edit to size do whatever you want with it.
