I think what's going on is that the green trucks crossing the road are not allowed to drive on the road it's crossing. This road also appears to be right in the center of a large industrial complex and the green trucks are transporting something from one side of the complex to the other.

Must be mighty important cargo that the green trucks have to drive non-stop otherwise ordinary traffic lights or even stop signs would work.

Follow the Ubekosan Exclusive Rad which goes on for miles and you end up in what looks like a large quarrying / processing setup here

It's interesting, and kind of sad, how they abandoned a rail line in favor of these two-unit trucks shuttling back and forth.
