A .tga Viewer for Windows 10?

Since Trainz works mostly with .tga files. Is there a way to get .tga files show up as thumbnails in the Windows 10 menus?

In my own web search on this topic, most pages and programs are outdated.

Sadly I don't think any version of Windows has ever been able to natively view tga files in file manager (from what I remember it's a common format in the print and graphic arts industries, so maybe Microsoft didn't consider it worthwhile supporting as a viewable format). Either way, use a third party image viewer which will does support tga (and pretty much every other image format you can think of): Irfanview is probably the best one and the one I personally use (it's freeware which is a bonus).

Sagethumbs seems quite quick and efficient.

But how do you force it to refresh its thumbnails? I have changed some images but kept the filenames the same. The thumbnail images now don't match the new file contents.
