There’s a fog slider in the Environment settings, in the same Tab where you adjust the colours. You need to set the fog level at each time point around the clock.
Click the dial somewhere and you can add a time-point. At that point, you can now change the fog.
It took me a bit to figure that one out too initially.

...or just click on existing time-points. There are always some there.
Sometimes, people release a route with fog set up, but remove all the time points, Deane.
The time points are yet another classic example of horrible color choices. The black dots, inside a dark blue/gray circle, and tiny to boot are extremely hard to hit with a mouse pointer.
