Why do Office Car Specials have so many Observation Cars?

As you can see in this video, there are nine observation cars. The question is, why? Why so many observation cars?

Now for CSX's OCS

I've counted six on this one. I also had to pause it multiple times to count all the observation cars. Plus, this one was hauling a** thru the crossing.

And BNSF's OCS

I count two on this one. By the way, I didn't know BNSF ran their OCS train to the Masters Golf Tournament, which takes place in Augusta, Georgia every year. Now I wonder if they do the same thing for the Kentucky Derby 'cause CSX & NS run their OCS to it too. Also, I'd replace that ET44C4 with either two FP45's or an F9 A-B-B-A consist painted in Warbonnet paint scheme.

All I see is a black box. Most Office Cars were Observation Cars.
