Flare (and other) trigger commands for Loco's (primarily aircraft)

Where does one find the commands for say, flare at landing, for a big jet? I am pretty sure I saw where they are found in some file outside the actual game- and then I think you have to put that "command" into a trigger????

Anyone have a quick walkthrough they can point to or describe how this is done?
