So, as the title says, this exists, and I have questions.

How can I program something like this to work like a locomotive, and then add sounds and what not?

Normally, just change the espec type. Every piece of rolling stock in the game has an espec, just change it for one from a locomotive. Problem is, these are MSTS models which do not port easily from MSTS to Trainz. I only know of two successful attempts and both took a huge amount of work.

Looks like they're are for MSTS to me.

well they're a from MSTS and the ACS is still WIP for Trainz

I feel so dumb. Those aren't for Trainz -_-
