Is there a way to Set Specific Start Time of Day and Weather for Session?

I am hoping to set up specific time of day and weather in Surveyor for sessions but i don't see the Environment setting until i start it up just before the start opens. I am sure this is enabled just not sure exactly how to do it in TANE i had it figured out in 2006 and other versions. But it appears to have changed a bit.

Is this in Driver Rules?

I understand how to change enviro settings for overall TANE and how to change time of day and weather when you do drive but not yet in surveyor.

You have to use session rules to set the time and weather at the start of a session.
Startup Options allows setting of time and weather.
QuickDrive Rule allows setting of time.
Weather allows setting of weather.

There is also a rule "Set Time and Rate" that I use when I create a session. Quick Drive seems to have a problem when I use it. Especially when I am using CMTM car destination system and the QuickPortalManager.
