Junction Derailment Prevention and Regional Weather broken in TANE SP2 HF1

The user interface in these 2 rules will not function properly in TANE SP2 HF1. They were uploaded for TS12, but probably worked in TANE before HF1. I plan to upload revisions when they are repaired. Keep enjoying them in TS12 if you so desire.

The messaging system changed with HF2. It is not a bug per se, the rules just have to be updated to new standards.
