setting default speed limit on layouts

I noticed that when you create a layout, unless you have placed specific speed signs, the default speed limit is 40 mph. I wondered whether it is possible to alter this to a different figure, either on new created layouts or on exising layouts?
 
Unfortunately not as far as I am aware.

But it would be a good idea. After all, you can specify a default region and measurement units when you create a new layout. The region config.txt file also allows you to specify the era, the kuids of the road traffic and the default switch kuid so why not a default speed limit?

Yes you can't submit the changes to that, but you can clone it and come up with your own "default" region. I just tried it and it works fine.
 
I'd like to change the default speed also. I hate it when I start in a yard that is set at 25 mph and I start at 40 MPH until I hit a speed limit sign. Are there invisible speed limit signs to place in a session right in front of your engine?
