MOW is short for maintenance of way. It's a maintenance locomotive, which has been retired from main line duties to handle the task of maintaining the railroad.
@poolboy That is a model of Amtrak GP9 776, an EMD GP9 built in February 1953 as Union Pacific 702. I'm unaware of her current status.
