No. It won't be, and it never will be, unless someone gets permission from Phil_C to distribute it. He hasn't been heard from in a while so you're just out of luck.

This thread is useless lmao. No, its not legal for people to send content like this. Granted, yeah, dave is right....who would give a crap. But still, this is one of many reasons why people keep leaving content creation behind. If a site is gone and the person behind it has disappeared, it's probably for a reason.
