NS Phase 2 SD70M

I was wondering where I can purchase this excellent locomotive from? I saw it on Google Images and I clicked the link which brought to the site I have linked below, but there wasn't any way that I could purchase it. I looked around the JR site and I couldn't find it there, either. Is this one just not available anywhere? Thanks!

Correct me if I'm wrong but that unit is not currently available for purchase.

From what I remember, it was never released because it was awaiting a cab.
