Issues with HOG and TIGER

So when I used HOG to create a Map of Parkersburg, WV and the surrounding area the TIGER lines appear on the mini map but not on the actual surface of the route. Even though I have installed the textures.zip for HOG, is there something I am doing wrong here?

Edit: I should probably also add that the button to merge DEM's together is greyed out.
