What could possibly cause this?

Could it be to melt ice from the flange side of the track? I know they do this around switches.

At CP they do this to fix broken rails in the winter. They cover a rope in oil, place it tight to the rail. Then when the rail expands enough, they use fish plates and bolt the sections together.
