You should be able to select each object and click on the properties button and changer the layer from a dropdown - change it from Session Layer to Route Layer.
Ah well spotted, it's a very tough choice but I will go for PM372.

It's easier in S20, you can box select the items and change their layer from a drop-down on the right.

Check in the main options menu, I know for TRS19 there was the option to disable Turf/Clutter FX so may be in the same place in 22.
