You can definitely create sessions in all versions. The point was that you no longer look for quickdrive to create your session.

I think this is a bit misleading. Trainz Plus has a beta stream just like other versions, then when it is stable...

Most likely, initially for Trainz Plus/Gold members then in new Trainz version.

That's a known issue and been around since TANE I believe - requires a significant amount of work and is scheduled as part of the terrain update.
