I've got 109037 as well and 21 is not greyed out or showing as builtin but available from the DLS, maybe you got 21 with some DLC.
What build are you on? I'm on 106618, haven't tried any of this in the beta.
If you just delete anything newer it should work, supposed to show builtin newer version available, only that doesn't appear to always work properly in TRS19, neither is listing faulty assets.

Remove <kuid2:61392:4053:22> Named Objects Library (TANE SP4 and later) which is a dependency of the TRC trigger and using the last builtin version 18 stops the pauses, leastwise not...
Crossing fixed by deleting v16 and replacing with 15.
The Pauses appear to coincide with File dmtrtz1.gs, Line 26, ER_ThreadError followed by a stack dump in the log, I'm running the trainspotter...
