I just went thru the whole process: creating an account, viewing the BBLs, buying them, then downloading, and had not issues. There's not much I can do at this point as I don't see the error.

There is a license section in the config file. If it says that you can release it, you can release it. If it does not explicitly say that you can, you have to reach out to the person who did make it...
