That did not work. I just tried creating new TurfFX and new Clutter layers in one copy of Trainz+ and then transferring them to another copy of Trainz+.
Just because you don't like someone else's reskin is no reason to go all toxic on them. Please keep those thoughts to yourself, or at least try to offer
