Frank let me reskin and upload a few things of his to the DLS, but that was a long time ago. I know he doesn't want changes made to his mesh, but he has allowed reskins in the past.

I wasn't kidding but I'm sorry ill just leave the reksinning subjext alone I hope he let's u release it if not oh well I haven't made any changes to mesh nor released any publicly so ya.. I just paint over the default paint to make my own reskins not releasing them publicly
