Trainz split out the program files and .ja files from the downloaded assets and kept a small cache of most recently used assets that could be put on a separate drive.
The reason is then it wouldn't need admin rights under Win 7 by default, we could shove the program files on something like a Raptor, the down loaded assets on a big cheap drive and the stuff you actually use on an SSD so you only needed to pay of an SSD for the tiny bit that needs it rather than having to have one that everything fits on and has room for database whatevers as well.
