You would have to be more carefull about the worlds shortest, it is probly the worlds shortest standard gauge loco but there could easy be a shorter Ng loco's
I'm not sure if the world's smallest steam locomotive running on 4'8-1/2" gauge track was the 0-4-0 with a body similar to a small diesel box cab used on the NYC elevated routes starting in 1871. Its name may be "Pioneer" and was built by Handren & Ripley. Info on this locomotive came from "Evolution of NYC Subways" book.
As it is running on electrified lines, being the worlds 'shorted' locomotive would certainly increase the potential of the driver and make him aware of the current situation.
