Hello. I posted a help topic using the World of Trainz 'ticket' system. This was posted on the 8th of June and there has been no response yet.

Does anybody know if Phil is on vacation or something?

I doubt that he's on vacation, although he might be busy since WOT just released a new set of engines. Perhaps he simply missed your post. Have you tried posting on the WOT forums? He usually responds quite quickly to issues posted there.
